Abstract
The background of legal aid of universities in Indonesia actually constitutes the government’s program that covers both conducting justice in terms of constructing law and improve the quality of master of law in Indonesia. For that reason, according to author the implementation of article 31 of Act Advocate implies not only to existence of legal aid of Indonesian universities but also to actualize qualified state.
