Abstract
ABSTRAK
Indonesia menjadi negara dengan kualitas mutu pendidikan yang tergolong rendah terutama pada daerah 3T (Terluar, Terdepan, Tertinggal). Programme for International Student Assessment 2019 menyatakan bahwa, kualitas pendidikan Indonesia menempati peringkat ke-72 dari 77 negara. Provinsi Papua menjadi wilayah dengan jumlah daerah 3T terbanyak di Indonesia dengan total tiga puluh kabupaten. Rendahnya kualitas mutu pendidikan daerah 3T disebabkan oleh kondisi sosial masyarakat, kualitas sumber daya manusia, hingga akses pendidikan yang tidak merata. Tujuan penulisan ini untuk memberikan gambaran fenomena daerah 3T di Indonesia, seperti kualitas mutu pendidikan di Provinsi Papua. Kemudian, terdapat rekomendasi kebijakan dalam mengoptimalisasikan kualitas mutu pendidikan melalui upaya-upaya pemerintah pusat dan daerah. Penulisan karya tulis ilmiah ini menggunakan jenis metode kualitatif dengan sumber data primer dan sekunder. Apabila dapat dilakukan pemerataan pendidikan di Indonesia beserta peningkatan kualitas mutu tenaga pendidik dan fasilitas pendidikan, maka Indonesia dapat mengejar ketertinggalan dan menjadi negara unggul dalam aspek pendidikan.
