Abstract

Krisis senantiasa “berwajah ganda”. Pada satu sisi, krisis menciptakan ketidakstabilan, kecemasan, dan kerugian baik material maupun immaterial. Namun, krisis juga menciptakan peluang (Ioannides & Gyimóthy, 2020) dan pelajaran berharga bagi organisasi dan, dalam banyak kasus, umat manusia. Pandemi Covid-19 yang dideklarasikan sebagai Public Health Emergency of International Concern (PHEIC) oleh organisasi kesehatan dunia (WHO) pada 30 Januari 2020 dan baru dinyatakan berakhir pada 05 Mei 2023 menyebabkan kematian antara 13,3-16,6 juta orang (dalam kurun 1 Januari 2020 hingga 31 Desember 2021) (Rahadian, 2022). Tidak
berbeda dengan krisis dan bencana lainnya, pandemi Covid-19 juga telah memberikan banyak pelajaran berharga.


Pandemi Covid-19 tidak hanya menguji sistem kesehatan, tetapi juga menguji sistem-sistem lainnya seperti sistem jaminan sosial, sistem politik, kapital sosial masyarakat, dan yang tidak dapat diabaikan adalah sistem komunikasi publik. Oleh karena itu, yang terpenting dari pandemi covid adalah bagaimana mengambil pelajaran dari krisis tersebut. Dalam hal ini, Dirjen WHO, Tedros
Adhanom Ghebreyesus (Dinkes Aceh, 2023) mengemukakan,”Covid telah mengubah dunia, mengubah kita. Seperti apa yang seharusnya terjadi. Jika kita kembali seperti dulu sebelum Covid, kita gagal untuk belajar dan bersalah ke generasi masa depan”. Dengan demikian, kegagalan dalam mengambil pelajaran bukan saja sebuah kesalahan, tetapi juga”dosa” untuk generasi yang akan datang.
